Project Labor Agreements lead to inequity and exclusion, hurting small and minority-owned businesses (MBE’s) and Maryland workers. PLA’s are a step backward in recent efforts to eliminate institutional barriers to racial wealth equality by enshrining practices that only make it more difficult for MBE businesses to participate. 

It gets worse.

A PLA on a project typically requires any contracting firm working on that project to obtain its workforce from one or more specified building trades unions, but 90% of the contractors in Maryland are not union, leading to out-of-state hiring. It’s time we focus on the hard-working folks that call Maryland their home.
